Reviewing the Common Operating Environment Policy
Just over 12 months ago, we published the first version of the Whole-of-Government Common Operating Environment (COE) Policy on this blog. Unexpectedly, it resulted in the largest number of comments we have ever received on a single post. The surprise was compounded as we had sought comments on the draft policy twice in the preceding months, to little effect.
Most of the discussion was on a small aspect of the policy: the prefered document standards for interoperability within government. This was a little frustrating as only a small number of correspondents identified that the policy neither drove any new expenditure nor affected citizens or business. Back to the Future: Another chance to influence COE development
As Kayelle noted earlier in the week, AGIMO’s Common Operating Environment (COE) policy is now finalised and available on the web. Since it was released, there has been a range of discussions about aspects of the policy in posts and comments on several online news sites (e.g. here, here, here and here). Much has also been said on Twitter – mainly at #AGIMO. Support has varied – there have been positive views and negative comments. Several people suggested we hadn’t been open about this – despite blog posts (here and here) and various presentations. As Andrea DiMaio from Gartner has pointed out, we really tried hard to get public comment. Since people seem to have more to say, we have reopened the discussion in the hope that constructive criticism will inform future versions of the policy. Read more

Presentation on Agency Services in AGIMO – 28 October 2010
This morning I spoke at Intermedium’s annual Federal Government ICT Market: The Year in Review 2009-10 breakfast. Like most APS areas, AGIMO gets regular requests to speak at such events. While we can’t accept them all, we do try to target those which have particular relevance for at least some of our stakeholders. In this case, the audience was largely composed of ICT industry representatives. Their interests, other than finding out who won Intermedium’s annual Froggy awards, revolved around understanding the Government ICT market as revealed by Intermedium’s analysis of the 2009-10 AusTender figures and the ICT‑related details drawn from the 2010-11 Budget. Lessons learnt
A few weeks ago, we posted a discussion paper on the draft Whole of Government Common Operating Policy on our blog. Regular readers will have noticed that it didn’t attract any comments online. Some 173 separate people viewed the post in total. As this graph shows, we posted on a Friday night and most people read it early the following week. There was also a spike when an industry newsletter mentioned our blog. Read more

Consultation: Draft COE Discussion Paper
The Government’s agreement to the coordinated procurement of desktop hardware (the RFT of which is currently under evaluation) included a decision to pursue a whole of government Common Operating Environment (COE). We have been working with agencies on a discussion paper on this subject and we are now ready to share it more widely. We would welcome comments from interested parties so that we can use them to develop an effective and efficient way forward. Read more
